SUMMARY:
Committee Serial
No. 106-50. Hearing to consider H.R. 2547 (text, p. 2-20), the Chugach Alaska
Natives Settlement Implementation Act of 1999, including provisions to:
a. Require USDA to grant the Chugach Alaska Corp. (CAC),
an Alaska Native corporation, a perpetual right-of-way through Chugach
National Forest for construction of a road
which would allow access to land within the national forest
awarded to CAC under the Alaska Native Claims Settlement Act (ANCSA) of 1971.
b. Require the Department of Interior to withdraw certain
public and private lands containing Native cemeteries or historic sites from all
forms of appropriations and transfer ownership of any of the withdrawn lands
following an application for conveyance from CAC.
Briefly
examines concerns about a Forest Service memorandum of
understanding with CAC regarding a conservation easement through Chugach
National Forest.
