Chadron Fights 'Roadless' Plan for Forest

Fearing a loss of tourism dollars, the City of Chadron has expressed its
opposition to proposals that would bar vehicle traffic in nearby areas of the
Nebraska National Forest.
A recent letter approved by the Chadron City
Council states that restricting vehicle traffic would reduce public access and
use of forest areas in the Pine Ridge area, forcing deer hunters and other
forest users out of the area.
The concern was aimed both at a new
management plan being developed for the Nebraska National Forest and a call by
President Clinton to preserve as many as 40 million acres of the nation's 191
million-acre national forest system as "roadless" areas.
"We are deeply concerned that the local use of the Nebraska National
Forest could be jeopardized by this politically motivated process to bolster
President Clinton's environmental legacy, and we are asking for your strong
opposition," said a Jan. 31 letter from the council to Nebraska's congressional

Suspect in Slaying Had No Record of Violence
A Creston, Iowa, man accused of stabbing his girlfriend to death Sunday
had only a minor criminal record and no apparent arrests for domestic violence,
police said Monday.
And although neighbors have since told investigators
they often heard Barry Keith Chubick Jr. and Jane Ruby arguing, Creston Police
Chief Bill Heatherington said officers had been summoned to the home only once,
in 1998, to investigate a domestic-dispute report.
That fact disturbs
Heatherington, especially since no one called to report the first Sunday morning
dispute between the couple.
"If someone had called after the first
dispute, we would have been there, and hopefully, the second dispute wouldn't
have happened," he said.
Chubick, 35, was returned Monday to Union
County, where he was to appear in magistrate court. He was charged in an arrest
warrant with first-degree murder in the death of Ruby, 45, and with willful
injury in the stabbing of Ruby's 24-year-old daughter, Dana.
Funeral
services for Ruby are still pending. Arrangements are being handled by Powers
Funeral Home in Creston.

Woman, 47, Dies In
Monroe Crash
A woman was killed about noon Monday near Monroe, Neb.,
when she was thrown from her pickup truck after a collision with a semitrailer
truck full of hogs, authorities said.
Platte County Attorney Andrea
Belgau said the woman's name won't be released until about noon today because
some relatives haven't been notified. She said an undetermined number of hogs
also died when the truck driven by Darrell L. Kotas, 47, of Western, Neb., fell
on its side. Kotas suffered minor injuries.

McCook Man Gets 15 Years in Meth Case
Lincoln - A McCook, Neb.,
man has been sentenced to 15 years and eight months in prison for distributing
methamphetamine in the Lincoln area.
Michael Parrow, 44, pleaded guilty
to conspiracy to distribute meth in August. U.S. District Judge Warren Urbom of
Lincoln also ordered Parrow to complete 200 hours of community service for
distributing the drug from March 1, 1996, to April 30, 1998.
U.S.
Attorney Tom Monaghan said that had Parrow's case gone to trial, several
witnesses would have testified that Parrow was responsible for bringing meth to
Lincoln for resale by himself and others.

State Orders Doctor To Pay Fine of $ 5,000
Lincoln - A
Lexington, Neb., doctor was ordered to pay $ 5,000 and work under the close
scrutiny of medical examiners for one year after he provided substandard care to
four patients, including one who died.
Dr. Kerrey Buser will keep his
medical license but will be closely evaluated by state authorities and will be
barred from performing a highly technical surgical procedure.
The
Nebraska Board of Medicine had recommended that Buser's license be revoked.
