Senator Charles E. Schumer said yesterday
that he would oppose the proposed merger of United Airlines and US
Airways unless steps are taken to ensure low-cost service to cities in
upstate New York. Mr. Schumer asked the Justice Department to distribute US
Airways' takeoff and landing slots at Washington's National Airport to low-cost
carriers that would fly to upstate New York. As part of its merger deal with
United, US Airways, which is the dominant carrier in most upstate cities, would
sell its slots at National to DC Air, a start-up carrier. US Airways issued a
statement saying that "the creation of DC Air adds an independent new competitor
that will ensure continued access for dozens of smaller communities." But Mr.
Schumer said DC Air plans to use regional jets, which he said have higher
operating costs.
