ARE AIRLINES BETTER SERVING CUSTOMERS?
Legal Experts Explore the Impact of Industry Deregulation

ALEXANDRIA, VA, July 11, 2000 ­ Burton Rubin, the American Society of Travel Agents'(ASTA) general counsel, will be a panelist at the National Conference of State Legislatures' (NCSL) annual meeting of the Energy and Transportation Committee. The conference will be held on Saturday, July 15, at the Sheraton Hotel and Navy Pier Convention Center in Chicago at 3 p.m.

The focus of the discussion will be how changes in the aviation industry, including the proposed United Airlines-US Airways merger, are affecting customer service. At ASTA's urging, the Justice Department, Department of Transportation (DOT) and both Houses of Congress are investigating concerns about anti-trust violations, ticket prices and the overall quality of customer service.

Rubin will present ASTA's position that legislation to clarify the scope of federal preemption under the Airline Deregulation Act is fundamental to improving the air transportation system. Without clarification, the "preemption provision" is often used by airlines to deprive consumers and small business of the same state law remedies they have against other industries.

Other presenters to participate in The Future of National Air Service panel are DOT General Counsel Nancy McFadden, Air Carriers Association of America Executive Director Ed Faberman and United Airlines Director of Government and Public Affairs John Philp.
