SECTION: Section 4; Page 8; Column 6; Editorial Desk

LENGTH: 130 words

HEADLINE: Click and Tax

BODY:

To the Editor:

Of all the proposals regarding taxation of the Internet (editorial, Dec. 19), the most troublesome are those that suggest exempting e-commerce entirely. This would result in erosion of state and local sales tax bases and, worse yet, would result in regressive taxation. The burden of sales taxes would likely fall upon low-income people who cannot afford computers and thus would have to make purchases at "brick and mortar" stores.

Compliance with the tax laws and filing requirements of 50 states is burdensome, but I don't think it would be asking a lot of an industry that can reduce every color of the spectrum to a series of digits.
