State Legislators To Tackle Key Issues
At Upcoming Washington Meeting


Site Visit to Baltimore Center for Fathers to Kick Off Conference

WASHINGTON, D.C. -- Electronic commerce and prescription drug coverage will top the agenda as state legislators from across the country descend on Washington May 4-6 for the National Conference of State Legislatures' (NCSL) Assembly on Federal Issues meeting.

NCSL's Assembly on Federal Issues (AFI) directs NCSL's lobbying efforts in Washington, D.C. Its members, representing each state and territorial legislature, develop official positions that guide lobbying activities. These positions steadfastly oppose unfunded federal mandates, unnecessary preemption of state laws, and intrusion on state revenues. They promote maximum flexibility for state officials in crafting solutions to the nation's problems.

Site visit to Center for Fathers, Families & Workforce Development (CFWD) in Baltimore, Maryland (Advanced registration required): State legislators and staff will tour this inner-city facility that serves as a national model for responsible parenting. CFWD engages low-income men to be emotionally and financially responsible for their children. CFWD and programs like it are the next step in the evolution of welfare reform.

12:00 p.m. - 1:30 p.m.

Special Briefing: Update on Electronic Commerce and Streamlined Sales Tax System: Tennessee Representative Matt Kisber and Illinois Senator Steven Rauschenberger brief legislators on the progress of the Streamlined Sales Tax System for the 21st Century initiative as well as the Advisory Commission on Electronic Commerce's failed attempt to develop a policy statement on the future of internet taxation.

3:00 p.m. - 5:00 p.m.

Electronic Commerce Lobby Day: State legislators will use this time to meet with their Congressional delegations to urge them to allow the states to develop their own solution to the issue of sales taxes and the internet.

Special Briefing: Medicare Prescription Drugs: One of the hottest issues in the nation's capital this year is enlarging Medicare coverage to include prescription drugs. The Administration and Congress disagree on how it should be done and who should pay for it. The special briefing will examine the various Medicare prescription drug proposals and how they would affect state legislatures and state budgets.

10:30 a.m. - 12:00 p.m.

Business Meeting: State legislators will debate and consider policy resolutions that will guide NCSL's lobbying activity through this session of Congress and beyond.

Closing Plenary Luncheon: Columnist & PBS "Think Tank" moderator Ben J. Wattenberg believes that whichever party and candidate can best address the social concerns of a restless electorate will be rewarded in national, state and local elections in 2000.
