Dear Governor Gilmore: 

It is a pleasure to forward our proposal for creating a streamlined sales tax system for the 21st Century to the Advisory Commission on Electronic Commerce. This proposal has been endorsed by all of the major organizations that represent state and local governments. This proposal is voluntary for all sellers and does not request a change in the current definition of nexus. Furthermore, it does not request any action by the federal government. Instead, the system can be fully implemented by state and local governments working closely with all sellers remote, multi-jurisdictional, as well as local. In the short-run the goal is to develop a simple, streamlined system that uses new software technology to reduce the burden on sellers to zero. In the long-run, the goal is to adopt a uniform system by all state and local governments. 

We request that a representative of the state and local organizations that developed this proposal be allowed to present it at the San Francisco meeting on December 14 or 15.
