  1. BALANCED BUDGET AMENDMENT TO U.S. CONSTITUTION. I will work and vote for a U. S. Constitutional Amendment which requires that a) total federal outlays for any fiscal year shall not exceed total receipts for that fiscal year without at least a three-fifths vote of the whole number of each House of Congress; b) the limit on United States debt held by the public shall not be increased without at least a three-fifths vote of the whole number of each House; and c) no bill to increase revenue shall become law unless approved by at least a majority of the whole number in each House by a roll-call vote.

  2. TAX LIMITATION AMENDMENT TO U.S. CONSTITUTION. I will work and vote for a U.S. Constitutional Amendment to require a roll-call vote of at least two-thirds of the whole number of each House of Congress to increase revenue in any way.

Recognizing that Social Security will default on its obligations to future retirees unless fundamental reforms are made, I will work and vote for a gradual transition to a system that creates mandatory personally-controlled retirement accounts for future workers, reduces payroll taxes in order to encourage private saving, provides a modest publicly-funded program for low-income seniors, and protects the basic benefits promised to current retirees and those who will retire in the next decade.
