Scrambling to avoid a trade war, the House passes legislation to replace
a business tax break that the World Trade Organization has
deemed an illegal subsidy; even if the measure is signed into law by October 1
to meet a WTO deadline, the European Union is expected to challenge it; the
dispute centers on the US Foreign Sales Corporation program,
which gives US exporters a break on taxes they owe in the US on
