Hearing before the Subcom on Courts and Intellectual Property to consider the 
following bills: 
   H.R. 1752 (text, p. 2-14), the Federal 
Courts Improvement Act of 1999, to amend the Federal Magistrates Act, the 
Contract Services for Drug Dependent Federal Offenders Treatment Act of 1978, 
and the Civil Justice Reform Act of 1990 to make miscellaneous revisions in the 
operation and administration of Federal courts, including provisions expanding 
the authority of Federal magistrate judges. 
   H.R. 2112 
(text, p. 14-17), the Multidistrict, Multiparty, Multiforum Trial Jurisdiction 
Act of 1999, to allow a designated Federal district court to retain jurisdiction 
over cases referred to it which share the same factual background for purposes 
of determining liability and punitive damages, or to return such cases to the 
courts from which they were transferred; and to revise the jurisdiction of 
Federal district courts over complex multidistrict litigation arising from a 
single accident resulting in multiple deaths or injuries.
