SUMMARY: 
Committee Serial No. J-106-22. Hearing before the Subcom on Administrative 
Oversight and the Courts to consider S. 353 (text, p. 141-154), the 
Class Action Fairness Act of 1999, to revise procedures 
governing class action lawsuits, including provisions to: 
   a. Limit attorneys' fees in class action 
lawsuits to a reasonable percentage of damages received by plaintiffs. 
   b. Allow plaintiffs or defendants in a class 
action lawsuit involving citizens of different States to remove the 
case from State court to Federal district court. 
  
Bill responds to 
concerns about abuses related to recent proliferation of class 
action lawsuits, especially those occurring at the State level of 
adjudication, including consumer lawsuits in which the plaintiffs' attorneys 
receive excessive fees while the plaintiffs themselves receive little or nothing 
from the settlements.
