House Democratic leader Dick Gephardt on Tuesday outlined support for tax breaks and regulatory relief to keep the "technology revolution on track" but declined to endorse a permanent ban on sales taxes for Internet transactions. Gephardt called for phasing out a 102-year-old telecommunications excise tax of 3%; he also favored a permanent extension of the research and development tax credit and liberalized depreciation rules for computers.
