COLLECTIVE BARGAINING BILL INTRODUCED 106th CONGRESS

On March 11, NAPO announced that its lobbying efforts helped secure introduction of the "Public Safety Employer-Employee Cooperation Act of 1999" in the U.S. House of Representatives. Representative Dale Kildee (D-MI) and Representative Bob Ney (R-OH) are the lead sponsors of the bill, H.R. 1093, which was introduced with 128 original co-sponsors.

H.R. 1093, if passed into law, would allow state and local public safety officers the right to reach and maintain agreements concerning rates of pay, hours and working conditions, and to settle differences with management through collective bargaining. Law enforcement officers, fire fighters and emergency medical service personnel and agencies would be prohibited under this legislation from engaging in lockouts or strikes.

NAPO, working in a coalition with the International Association of Fire Fighters, the International Brotherhood of Police Officers, the International Union of Police Associations and the Fraternal Order of Police, sought Congressmen Kildee and Ney's leadership in having the bill introduced.

NATIONAL ADVANCEMENT OF POLICE OFFICERS SCHOLARSHIP PROGRAM


At the request of NAPO, the Administration has included in its budget proposal a scholarship program for active law enforcement. Tom Nee, president of the Boston Police Patrolmen's Association, met with NAPO Executive Director Bob Scully to encourage the inclusion of the proposal. This program would be called the National Advancement of Police Officers Scholarship (NAPOS), and would be part of the COPS II program. The proposal contains $20 million for active officers pursuing higher education.

COPS II


Funding from the 1994 Crime Bill that has provided for community oriented police officers through the COPS program, is due to expire this year. The Administration's budget calls for a continuation of the COPS program for fiscal year 2000 (COPS II).

The National Advancement of Police Officers Scholarship (NAPOS) would be part of COPS II. In addition, NAPO endorses several other proposals found in COPS II, including the continuation of hiring law enforcement officers, monies to help economically strapped localities retain officers already hired under the original COPS program, and an increase in new technologies to state and local departments.

RIGHT TO CARRY

NAPO is currently working with Congressman James Rogan (R-CA) on a bill that would exempt qualified law enforcement officers from state laws prohibiting the carrying of concealed firearms. This bill will be called the "National Assistance for Police Officer Safety Act of 1999". We will continue to update you on its progress.

MEDAL OF VALOR


In the last Congress, Congressman Bill McCollum (R-FL) introduced H.R. 4090, the "Public Safety Officer Medal of Valor Act of 1998", which passed the House but not the Senate. On January 6, 1999, Congressman McCollum reintroduced similar legislation (H.R. 46) in the 106th Congress. H.R. 46 is scheduled to be marked up by the full Judiciary Committee on March 24, 1999. On January 19, 1999, Senator Ted Stevens (R-AK) introduced similar legislation in the Senate (S. 39). The Medal of Valor bill would provide a national medal for public safety officers who act with extraordinary valor above and beyond the call of duty.

911 LEGISLATION PASSES HOUSE

Across the nation, there currently exists a variety of different emergency numbers in use. On February 24th, the House of Representatives approved a measure sponsored by Representative John Shimkus (R-IL) to designate 911 as the emergency number to call throughout the United States. The measure was passed with overwhelming bipartisan support.

COIN WORTH $1 MILLION TO MEMORIAL

A check for $1 million was presented to the National Law Enforcement Officers Memorial Fund, as partial payment for the more than 140,000 commemorative coins issued by the U.S. Mint. Approximately $1.4 million has been raised from the sale of coins for the long-term maintenance, repair and security of the National Law Enforcement Officers Memorial, which is maintained by the National Park Service.

FBI TO HOST SYMPOSIUM ON SUICIDE AND LAW ENFORCEMENT

The Behavioral Science Unit of the Federal Bureau of Investigation's (FBI) Training Division is hosting a symposium on "Suicide and Law Enforcement" at the FBI Academy from September 21-23, 1999. For more information, contact Cynthia A. Laskiewicz at (703) 632-1146.

NAPO is pleased to announce the latest additions to our membership. The Port Authority Police Lieutenants Benevolent Association, representing 74 police officers, recently affiliated with NAPO. Also joining our organization is the Milwaukee, Oregon Police Employees Association, representing 39 officers. We look forward to working for you in Washington!

NAPO STAFF ADDITIONS

Please join us in welcoming two new additions to the NAPO team. Kim Oleson joined NAPO as event coordinator in February. Previously with the Plumbing-Heating-Cooling Contractors Association, Kim has vast experience in event planning. Her responsibilities will include coordinating all four major NAPO annual events including the Convention, the Public Safety Pension & Benefits Seminar, the Legal Rights & Legislative Seminar and the TOP COPS Awards®.

Joining our staff as communications and planning assistant is Paul Edgerton. Paul is a recent graduate of Mary Washington College in Virginia and will assist Jody Couser, office manager and director of communications, with the day-to-day operational functions of the NAPO office and various aspects of our communications activities.
