NARAL PRESIDENT KATE MICHELMAN STATEMENT ON SO-CALLED "PARTIAL BIRTH" ABORTION BAN BILL

Washington, DC — "Today, the House passed the so-called 'Partial-Birth' Abortion Ban -- even though the Supreme Court is set to hear arguments on the constitutionality of Nebraska's so-called "partial-birth" ban on April 25. Congress should not attempt to legislate matters currently before the Supreme Court."

"This is a purely political maneuver in an important Presidential election year. The House anti-choice leadership completely circumvented the normal legislative process, bypassing the Judiciary Committee and bringing this bill directly to the floor in an attempt to create an election-year issue out of a highly volatile debate. Clearly, anti-choice lawmakers are setting the stage for a veto override vote as the Presidential campaign heats up this fall."

"This issue has been endlessly demagogued and sensationalized by anti-choice lawmakers and advocates and it is time for the House leadership to stop playing politics with women's health and lives."

"H.R. 3660 is deceptive, extreme and unconstitutional. The bill endangers women's health, by failing to include a constitutionally mandated exception to protect the health of the woman. Through the use of deliberately broad and vague language that includes political and not medical terms, this bill threatens safe abortion procedures that are used pre-viability, in violation of Roe v. Wade. The legislation also puts an undue burden on a woman's right to choose, in consultation with her doctor, the procedure that is safest for her. In this attempt to micro-manage surgical procedures, the bill undermines the health of women and intrudes on the doctor-patient relationship."
