CONGRESS: Deal on Terrorism Insurance in Works

Long-stalled legislation began moving again this week to make the federal
government a short-term insurance backstop for commercial losses incurred
in future terrorist attacks. On October 17, negotiators reached a final
agreement that was given the green light by leading House-Senate conferees
and the White House. Sources said that the negotiators hoped to collect
enough signatures on the conference report in time to have it approved by
unanimous consent in the Senate on October 17. Leadership sources
confirmed that the deal was brokered after a marathon bargaining session
involving Sen. Christopher J. Dodd, D-Conn., Rep. Michael G. Oxley,
R-Ohio, their aides, and White House negotiators.
