SUMMARY:
Committee Serial No. 107-151. Hearing before the Subcom on Technology and Procurement Policy to consider H.R. 3832 (text, p. 208-266), the Services Acquisition Reform Act (SARA) of 2002, to amend the Office of Federal Procurement Policy Act and other acts to improve the services procurement process for Federal agencies, including provisions to:
   a. Establish a fund for training the Federal acquisition workforce.
   b. Establish a Government-industry exchange program, under which acquisition professionals from private sector organizations would be temporarily employed in Federal agencies and acquisition professionals from Federal agencies would be temporarily employed in private sector organizations.
   c. Require each Federal agency to appoint a chief acquisition officer.
   d. Increase the spending limit on Government purchase cards, which are special credit cards issued to Federal employees to make small purchases for their agencies.
   e. Revise requirements regarding share-in-savings contracts for Federal agencies, under which contractors and agencies share any savings achieved in the performance of Government contracts.
   f. Designate as a commercial item eligible for Government purchase any product or service sold by a commercial entity.
