Urgent Legislative Alert: Please Read and Respond Immediately
It is critical that all interested members of Industry immediately contact the members of the House Armed Services Committee listed below. Next week, the Committee will consider the Department of Defense's FY2000 Defense Authorization bill and DoD's Full Service Moving Program (FSMP) is a part of that bill. Unless you communicate immediately with your member of Congress, the Department of Defense will implement the FSMP by this fall, which will effectively eliminate any hope for a small business to continue to move military traffic for 10% of the entire marketplace. The full-service moving program will be implemented in the Washington DC military District, (VA, MD, DC; Colorado, Georgia, and South Dakota).
We know that Congress will soon consider a solution to the issues that still divides our industry and the DoD. The points that must be raised in your communication to the members of the committee are:
- During the hearing that the Committee convened in March, Chairman
Bateman urged industry and the DoD to work together on the issues that still separate us. We have met repeatedly with the DoD in an effort to resolve these differences. While we have come close to resolution on almost all of the issues, there are four issues that still separate us. There does not seem to be any chance of resolution to these issues in the near future.
- The four issues are: direct claims settlement; payment of commissions; small business as prime contractor; and, the traffic distribution methodology.
- If Congress does not provide some statutory language to address these outstanding issues of dispute, then the struggle between industry and the DoD to implement a re-engineered household goods moving program will continue. Remind the Congressional representative that this issue has festered for five years. We can resolve the issue now if Congress will take action to address the few remaining issues in dispute. If not, we will have more years of fighting and delay in securing the improvements to the program that everyone agrees are needed.

The FSMP as conceived by DoD will eliminate the quality small and medium size companies in the industry from this procurement and place 10% of the military Household Goods market into the hands of one Mega company.
