SUMMARY AS OF:

Education Counts Act of 2002 - Amends part A (Temporary Assistance for Needy Families (TANF)) of title IV of the Social Security Act to treat as permissible work activities for welfare recipients: (1) up to 48 months of postsecondary education or vocational educational training; and (2) participation in a Work-Study program under the Higher Education Act of 1965.

Revises the TANF educational cap to remove teen parents from the 30 percent limitation on the number of individuals in all families and in two-parent families who are treated as engaged in work by reason of participation in postsecondary education (currently, vocational educational training).
