Human Cloning Prevention Act of 2001 - Prohibits any Federal agency from making, or entering into any obligation to make, any grant, contract, or other payment to any individual, business, institution, or organization that: (1) has engaged in human cloning in the past year; or (2) controls, is controlled by, or is under common control with any such individual or entity.
