Talks between Senate Democrats and Republicans on bringing to a vote a bill banning all human cloning broke down, prompting the chief sponsor of the measure to say he would try to attach it to unrelated legislation. The Senate is divided over whether to adopt the ban, sponsored by Senator Sam Brownback, Republican of Kansas, or an alternative measure, supported by the Senate Democratic leadership. That measure would ban cloning for reproduction, but permit scientists to conduct cloning experiments intended to produce cells and tissues for medical research.   Sheryl Gay Stolberg (NYT)
