There are currently no federal bans on either human cloning or inheritable genetic modification in the United States, nor are there any federal licensing systems for research or commercial operations involving human embryos and gametes. The US Food and Drug Administration (FDA) and the National Institutes of Health (NIH) have authority to approve research proposals involving gene transfer, but their authority is limited. State legislation concerning human genetic and reproductive technologies varies markedly from state to state.
