AMENDMENT DESCRIPTION:
Amendments en bloc: (1) specify that land in the Conservation Reserve Program must have been in production for at least 4 years; (2) authorize additional staff and funding for the Grain Inspection, Packers, and Stockyards Administration; and (3) authorize Business and Industry Guaranteed loans for farmer-owned projects that add value to or process agricultural products.
