AMENDMENT DESCRIPTION:
Amendment originally sought to establish a new voluntary national counter-cyclical income support program for dairy producers. \ As amended by the Vitter amendment (A037) the limit on pounds of milk per month was increased from 230,000 pounds to 500,000 pounds. \ As amended by the Obey amendment (A038) language concerning the payments from processors to the trust fund was modified.

AMENDMENT PURPOSE:
An amendment numbered 47 printed in the Congressional Record to add a new section providing a national counter-cyclical income support program for dairy producers.
