Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2003 - Title I: Agricultural Programs - Appropriates funds for FY 2003 for the following Department of Agriculture programs and services: (1) Office of the Secretary of Agriculture (Secretary); (2) executive operations; (3) Office of Budget and Program Analysis; (4) Office of the Chief Information Officer; (5) Office of the Chief Financial Officer; (6) working capital fund; (7) Office of the Assistant Secretary for Civil Rights; (8) Office of the Assistant Secretary for Administration; (9) agriculture buildings and facilities and rental payments; (10) hazardous materials management; (11) departmental administration; (12) Office of the Assistant Secretary for Congressional Relations; (13) Office of Communications; (14) Office of the Inspector General; (15) Office of the General Counsel; (16) Office of the Under Secretary for Research, Education, and Economics; (17) Economic Research Service; (18) National Agricultural Statistics Service; (19) Agricultural Research Service; (20) Cooperative State Research, Education, and Extension Service; (21) Office of the Under Secretary for Marketing and Regulatory Programs; (22) Animal and Plant Health Inspection Service; (23) Agricultural Marketing Service; (24) Grain Inspection, Packers and Stockyards Administration; (25) Office of the Under Secretary for Food Safety; (26) Food Safety and Inspection Service; (27) Office of the Under Secretary for Farm and Foreign Agricultural Services; (28) Farm Service Agency; (29) Risk Management Agency; (30) Federal Crop Insurance Corporation Fund; and (31) Commodity Credit Corporation Fund.

Title II: Conservation Programs - Appropriates funds for the following: (1) Office of the Under Secretary for Natural Resources and Environment; and (2) Natural Resources Conservation Service.

Title III: Rural Development Programs - Appropriates funds for the following: (1) Office of the Under Secretary for Rural Development; (2) Rural Housing Service; (3) rural development; (4) Rural Business-Cooperative Service; and (5) Rural Utilities Service.

Title IV: Domestic Food Programs - Appropriates funds for the following: (1) Office of the Under Secretary for Food, Nutrition and Consumer Services; and (2) Food and Nutrition Service.

Title V: Foreign Assistance and Related Programs - Appropriates funds for the following: (1) Foreign Agricultural Service; (2) Public Law 480 program account, title I ocean freight differential grants, and title II grants; and (3) Commodity Credit Corporation export loans program account.

Title VI: Related Agencies and Food and Drug Administration- Appropriates funds for the following: (1) Food and Drug Administration (FDA); (2) Commodity Futures Trading Commission; and (3) Farm Credit Administration.

Title VII: General Provisions - Specifies certain uses and limits on or prohibitions against the use of funds appropriated by this Act.

(Sec. 722) Prohibits FDA fund use to reduce the FDA District Office in Detroit, Michigan, below specified staffing levels. Stipulates that such provision shall not apply to FDA field laboratory facilities in Detroit, except that such personnel shall be assigned to Detroit-vicinity facilities.

(Sec. 724) Prohibits fund use to relocate a State Rural Development office unless cost and operation effective.

(Sec. 725) Obligates specified amounts of agricultural commodities to assist foreign countries mitigate the effects of HIV and AIDS.

(Sec. 726) Makes additional appropriations for Bill Emerson and Mickey Leland Hunger Fellowships.

(Sec. 729) Prohibits FDA fund use to close or relocate the FDA Division of Drug Analysis, St. Louis, Missouri, outside the city or county limits of St. Louis, Missouri.

(Sec. 730) Prohibits the use of funds under this Act from being made available to a person or entity that has violated the Buy America Act.

(Sec. 731) Amends the Richard B. Russell National School Lunch Act to extend private organization eligibility under the child and adult care food program.

(Sec. 732) Makes Dunkirk, New York, and Berlin, New Hampshire, eligible for rural community advancement grants and loans.

(Sec. 733) Obligates specified rural housing assistance grants for agricultural processing worker housing in Wisconsin.

(Sec. 734) Directs the Natural Resources Conservation Service to provide assistance for projects in the Embarras River Basin, Lake County Watersheds, and DuPage County, Illinois, from FY 2002 funds.

(Sec. 735) Establishes an assessment on certain research grant awards which will be used to provide additional funding for activities under the initiative for future agriculture and food systems.

(Sec. 736) Directs the Natural Resources Conservation Service to provide assistance for the Upper Tygart Valley Watershed project, West Virginia.

(Sec. 737) Authorizes Department agencies and office to use unobligated salaries and expense funds to reimburse the Office of General Counsel for representing them in employee complaints before the Equal Employment Opportunity Commission, the Federal Labor Relations Authority, or the Merit Systems Protection Board without prior approval of the Senate and House Committees on Appropriations.

(Sec. 738) Prohibits the use of funds under this Act from being used to carry out the following programs under the Farm Security and Rural Investment Act of 2002: (1) small watershed rehabilitation program; (2) rural strategic investment program; (3) rural firefighters and emergency personnel grant program; and (4) continuation of the bioenergy program.

(Sec. 742) Authorizes the Natural Resources Conservation Service to provide flood prevention assistance for: (1) the Kuhn Bayou ( Point Remove) project, Arkansas; and (2) the Matanuska River erosion control project, Alaska.

(Sec. 744) Amends the Food for Progress Act of 1985 to make private voluntary organizations and other private entities eligible food for progress program participants.

(Sec. 745) Appropriates specified amounts for youth organization grants.

(Sec. 746) Prohibits the use of funds under this Act to reimburse the Maritime Administration or to replenish the food security commodity trust.

(Sec. 747) Amends the Richard B. Russell National School Lunch Act to make all States eligible for the summer food pilot projects.

(Sec. 748) Amends the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999 to authorize the Secretary to make direct lump sum payments to the Denali Commission to address deficiencies in solid waste disposal sites that threaten to contaminate rural drinking water supplies.

(Sec. 749) Rescinds certain FY 2003 funds for the experimental rural clean water program.

(Sec. 750) Authorizes: (1) the Secretary to make loans and grants to expand Alaska's dairy industry; and (2) specified FY 2003 through 2007 appropriations.

(Sec. 751) Authorizes the transfer of specified Food and Nutrition Service funds to the Economic Research Service for studies on behalf of the Food and Nutrition Service.

(Sec. 752) Authorizes the Secretary to waive the matching funds requirement for the farmland protection program in order to protect the farm formerly operated by American Airlines Captain John Ogonowski from development.

(Sec. 753) Authorizes the Secretary to permit Department employees to carry firearms for personal protection when on duty in remote field locations.

(Sec. 754) Appropriates specified funds for rural telework activities.
