Farm Bill Update: Conservation Amendment Narrowly Defeated

On October 4th, The House of Representatives voted on the Compromise for Conservation amendment to the U.S. Farm Bill (H.R. 2646). This amendment would have increased the Conservation Reserve Program, the Wetlands Reserve Program, and other programs that are good for wildlife. The amendment was defeated by a vote of 226-200.

It is unfortunate that we were not able to obtain passage of this important amendment. However, we are encouraged that the House demonstrated strong interest to expand proven agricultural conservation programs. We are also encouraged by the efforts of our members and volunteers who collectively voiced their support for these important programs. Our “Take Action” option generated tens of thousands of emails to Congress. Ducks Unlimited has always been active in supporting conservation legislation, but the magnitude of our most recent efforts is unprecedented.

This is only the first step in what could be a long process. The U.S. Senate must now address the Farm Bill. We’re not sure of the Senate’s timetable. There could be action as early as next week and it’s also conceivable that the Senate will wait until next year. What we know for sure is that our efforts are already underway on the Senate side, where there is a likelihood that decision makers may lean more toward conservation.

After the Senate completes its action, the next step will be a Conference Committee between the House and the Senate to resolve any issues.
