In describing the Farm Security and Rural Investment Act of 2002, Bush stated, "The success of America's farmers and ranchers is essential to the success of the American economy.

On Thursday, Secretary of Agriculture Ann Veneman, addressing a USDA audience, said USDA is committed to a timely and efficient farm bill implementation process.

"Now the hard work begins and while it will be a difficult task, our goal is to cut red tape so we can get the job done," Veneman said.

The secretary announced the formation of a farm bill working group, consisting of USDA's chief economist, budget director and subcabinet officials.
