Production Tax Credit (PTC) Extension
The PTC provides a 1.5 cent/kWh tax credit (adjusted for inflation) for electricity generated from wind plants built before December 31, 2003. An extension of this tax credit to December 31, 2006 is needed for continued industry growth.spacer.gif (883 bytes)
Renewables Portfolio Standard (RPS)
RPS would require that an escalating percentage of all electricity generated in the U.S. come from renewable energy sources and would establish a credit trading system for utilities to use in compliance. Legislation (H.R. 655, H.R. 960, S. 237, S. 687) pending in both houses of Congress.

Strong Federal Research Program:
Continue the research and development (R&D) needed to further refine wind technology and continue to reduce its costs.

Programs to Encourage International Wind Development:
International development programs would promote wind and hybrid (wind-solar, wind-diesel, etc.) systems use at thousands of sites around the world where utility electricity is not available.
