Young Introduces H.R. 5455, The ExPDITE Act
House Transportation and Infrastructure Chairman Don Young (R-AK) introduced the ExPDITE Act, the long-awaited streamlining bill for highways and transit projects on September 25. Earlier this year, the House passed a streamlining bill for airport projects. Many of the ideas in the two bills are similar. Complete story.

Keeping the Trust in the Highway Trust Fund

On September 19, Highway Users President and CEO Bill Fay presented testimony at a House Transportation & Infrastructure subcommittee hearing on comprehensive reauthorization proposals. The Subcommittee on Highways and Transit hearing, chaired by Rep. Thomas E. Petri (R-WI), included 13 other witnesses from various stakeholders organizations. Click here for full coverage.



The Fight Continues for Maximum Possible Highway Funding in 2003

While TEA-21 was intended to provide a predictable, guaranteed level of highway funding each year, this year was anything but predictable. Early this year, states received a letter from the U.S. Department of Transportation indicating that funding levels in fiscal year 2003 would be cut by 27%, from $31.8 billion to $23.3 billion. Looming Ethanol Mandate Threatens Highway Trust Fund

In addition to the 13 annual appropriations bills and establishment of the Department of Homeland Security, the Energy Policy Act of 2002 is one of a handful of major bills that Congress will attempt to pass this year. The Highway Users increased its involvement in the energy bill debate after the Senate included a provision that would create a 5-billion gallon ethanol mandate for use in motor fuels.
