In
September 2003 the nation's main surface transportation law, the
Transportation Equity Act for the 21st Century (TEA-21), will come
up for renewal. As part of the reauthorization process, Congress
must decide how $200 billion will be parceled out for highway,
highway safety and transit programs for the next six years -- and
the rules by which to spend it. This process provides an important
opportunity to implement new incentives and improve priorities in
public spending to ensure that transportation planning enhances our
health, safety and overall quality of life.
