Looking Ahead: Policy in Fall Congressional Session

After the August recess, the U.S. Senate is expected to take up comprehensive energy legislation, following action by the House of Representatives which approved H.R.4, the Securing America's Future Energy Act of 2001 last month. The Alliance is working with Senators and their staffs to improve upon the deeply flawed House bill, which did adopt efficiency tax credits but otherwise failed to take meaningful steps to promote energy efficiency.

The Senate Energy and Natural Resources Committee, chaired by Senator Jeff Bingaman (D-NM) who also chairs the Alliance, began formal consideration of energy legislation in July and will continue "marking up" legislation after Labor Day, along with the Finance Committee; Commerce, Science, and Transportation Committee; Environment and Public Works Committee; and other Committees. Senate Majority Leader Tom Daschle (D-SD) has requested that all Committee-level work be completed so that the full Senate may take up the bill in October.

Key efficiency issues for the Senate and the Alliance include improving fuel economy for SUVs, cars and light trucks; creating a federal public benefits fund; tightening appliance efficiency standards; federal energy management; and adopting tax credits for highly efficient homes, appliances, upgrades of existing homes, commercial buildings, Combined Heat and Power (CHP) and other technologies.

New York Smart Helps NY State Avert Power Shortages, Blackouts

Though the temperature topped 100 degrees this summer, New York avoided drastic power shortages and blackouts that many had predicted. The efforts of New York Energy Smart, a program to help consumers lower their demand for energy, certainly played a part in the lowered demand for energy, as they collected more than 20 thousand old, inefficient air conditioners and paid consumers $75 dollars toward the purchase of a new Energy Star air conditioner.

LA Times Touts Efficiency Contribution to CA Energy Usage Decline

The Alliance got its message out forcefully in the LA Times this month, in an article by Elizabeth Shogren, headlined "California Orchestrating Energy Efficiency, but It's a One-Man Band." The LA Times reports: "The evidence seemed overwhelming: During the first seven months of 2001, Californians consumed 8 percent less energy than they did a year earlier. If the entire country did the same, the savings would easily exceed the output of more than 110 electrical power plants. For [Alliance to Save Energy President] David Nemtzow--whose mission is to persuade often indifferent government officials, business executives and consumers to stop wasting power--the figures compiled by the California Energy Commission offered proof that conservation can play a big part in the nation's energy policy."

Federal Agencies Reduce Demand During Heat Wave

Federal agencies along the East Coast reduced their electrical use in an effort to relieve stress on the electrical grids. An intense heat wave caused record- breaking electrical demand throughout the Midwest and along the East Coast, particularly in New England. Federal facilities took action by turning off unnecessary lights and
office equipment, shutting down elevators and escalators, and setting thermostats higher. "The federal government is doing its part to help conserve electricity during this severe heat wave," said Energy Secretary Abraham. "We will continue to look for ways to reduce demand on the transmission grid and encourage businesses and individuals to do the same."

Meter Reading, Analysis, Save More than $1 Million in CA

When the Los Angeles Air Force Base in downtown El Segundo, California, had only one utility meter for the entire base, the energy manager could not direct efficiency efforts thoughtfully. Alliance Associate E-mon was chosen by the energy manager to come to the base and install submetering stations so that careful analysis of energy use could be done. Less than three years after submetering went online, energy consumption decreased more than 27 percent, and utility costs decreased 23 percent-all during a period that saw electricity rates increase by 4.5 percent. Overall, Los Angeles Airforce Base is spending over $1 million less on its utility bill.

Philly's Energy Office, Alliance Partner to Help Schools

A partnership between the Department of Energy's (DOE) Energy $mart Schools and the Alliance's Green School programs-established under the DOE's Rebuild America Initiative-extends the Philadelphia Rebuild program into exciting new territory. The effort supports the city's desire to assist the cash-strapped school district in implementing resource-saving measures. The partnership will accomplish this goal in a way that also improves educational standards and physical settings, builds technical expertise within the school district, and creates job training and service learning opportunities for the students.

Dean Langford to Leave OSRAM SYLVANIA, Charlie Jerabek Announced as New President

After 17 years as OSRAM Sylvania President, Dean Langford is stepping down. Langford will stay on the OSRAM SYLVANIA board and will remain as co-chair of the Alliance to Save Energy board. Langford started working nearly fulltime when he was 11, so no one is expecting a sleepy retirement from him.

The Alliance congratulates Charlie Jerabek, who has been selected to succeed Langford as president. Jerabek is executive vice president and general manager of the company's global Automotive Lighting business and a member of OSRAM SYLVANIA's Executive Committee.

National Academy of Sciences Lauds CAFE in New Report

The National Academy of Sciences released a report that counted the following among its findings: "The CAFE program has clearly contributed to increased fuel economy of the nation's light-duty vehicle fleet during the past 22 years." Additionally, the report concluded that between the years 1975-1984, most technological improvements were geared toward higher fuel economy, while in the last 16 years, most improvements have been geared toward other ends. The reports states that cars have gotten 20 percent heavier, their 0-60 mph acceleration 25 percent faster, but fuel economy has remained constant.

Energizing Schools 2001: Innovative Education for the Next Century

On October 18 and 19, 2001, the Northeast Sustainable Energy Association (NESEA) will host a regional conference in the Philadelphia area on using energy efficiency, renewable energy, alternative fuels, and transportation themes to integrate science, technology, social studies, and environmental education. At Energizing Schools 2001, middle school through college level teachers will learn to help students evaluate many of today's pressing issues: global warming, energy policies, community land use, public health, and clean, efficient, cutting-edge energy and transportation technologies.

Alliance Staffer Rinaldi Joins SEC Steering Committee

Alliance Deputy Policy Director Kara Saul Rinaldi was elected to the Steering Committee of the Sustainable Energy Coalition (SEC). The SEC is a coalition of business, environmental, consumer, and energy policy organizations promoting increased federal support for energy efficiency and renewable energy technologies. Rinaldi represents energy efficiency on the SEC Steering Committee, which gives a voice to the energy renewables and energy efficiency industries.

Alliance Promotions and Hiring

The Alliance welcomes Chris Godlove, who will work on its Sustainable Cities Program as part of the International Team. Godlove has spent the past four years with the Environmental Export Council and the US Environmental Training Institute working on projects in Central and Eastern Europe and Latin America. Godlove has an MA from American University in Latin American Studies and a BA in Spanish Literature from Washington University in St. Louis.
