ALLIANCE OFFERS PROFOUND CONDOLENCES

The more than 50 Staff members of the Alliance to Save Energy express the deepest sympathy for the victims of the September 11th attack. The perpetrators made no distinction between Americans of different skin tone, did not discriminate between Americans of different religion, did not care whether their victims were native urban dwellers or tourists from small-town America. Indeed, the attack was committed against people of all nations, as the Twin Towers attracts tourists and workers from every country. It is our fervent hope, here at the Alliance, that we can likewise see ourselves as a single country-united in our determination to overcome this catastrophe.

Thomas Payne wrote in 1776, when the nascent America faced its first trial of existence "Tyranny, like hell, is not easily conquered; yet we have this consolation with us, that the harder the conflict, the more glorious the triumph. What we obtain too cheap, we esteem too lightly: it is dearness only that gives every thing its value."

The Alliance has always been just that: an Alliance. We have benefited from our partnerships with various organizations not only in this country, but in Mexico, Russia, China, Armenia, Ghana, Serbia, and many other nations. Though travel within the country and between other countries may be more difficult now, we will continue our policy of global inclusion in our mission.

We Americans cherish our families and our freedom, we grieve with the mourners and pray for a just resolution of the events of September 11, 2001.

EFFICIENCY NEWS

Thinking Ahead: The Alliance Mission after September 11, 2001

The Alliance recognizes that the events of the past week are having a profound impact on all Americans and the whole global community. Clearly, everyone's sense of security has changed.

We also recognize recent events will likely have a profound impact on energy policy. That impact is currently unknown and will only emerge as time goes by and events unfold. For instance, how will our new-found vulnerability to terrorist attack affect the traditional ways we obtain and use energy? What are the changes we need to adopt to improve our energy security? What are the costs of various options and what will their effects be on our society and economic infrastructure? Here at the Alliance we are just beginning to formulate and think about these questions.

We are sure that many readers of e-FFICIENCY NEWS are asking and thinking about the same things. We welcome hearing from you and urge you to share your thoughts and opinions about the recent events and how they will affect energy policy. Let us know what you view as the problems and opportunities that will likely be generated, and how the energy efficiency community should react, and more importantly, act, to ensure our national energy future.

Congress Moves Mark-up Dates for Energy Legislation

The attacks on the World Trade Center and the Pentagon have appropriately skewed the Congressional schedule. The markup of electricity legislation in the Senate Energy Committee has been postponed, reportedly until the week of September 17th, and additional action in the Senate Commerce Committee on fuel economy standards may follow suit. News reports, however, quote Congressional leaders as believing that energy legislation remains a priority and that mark-ups will proceed apace this fall. The Alliance continues to push better fuel economy, a public benefits fund, and energy-efficiency tax incentives as we enter the new era that began so suddenly this month.

MSNBC Lists Ten Ways to Fight Terror

In the wake of last Tuesday's attack, many Americans are wondering how they, as individuals, can fight back. MSNBC has compiled a list of things that any person can do to regain a measure of control and reassert our independence from terror. On the list of ways to fight back, four elements involve the way Americans consume energy. MSNBC recommends taking public transportation, purchasing a hybrid or highly efficient car, conserving energy at home and in the office, and advocating alternative fuels.

NY Times Editorial Suggests More Balanced Approach to Energy Legislation

A September 10 New York Times editorial called on the Senate to do what the House and Bush Administration did not: produce a sound, balanced comprehensive energy plan. Specifically, the Times advocated Improving efficiency, closing the SUV loophole, and improving reliability.

Companies Invited to Join New ENERGY STAR Lighting Promotion 'Change a Light, Change the World'

"Change a Light, Change the World," is a month-long ENERGY STAR campaign in October, in sync with National Energy Awareness Month and the end of Daylight Savings Time. Promotion of ENERGY STAR qualified lighting products has been made easy for retailers, manufacturers, and regional program partners to tailor to meet their lighting goals in October.

ENERGY STAR has issued a call to action: "Make your next light an ENERGY STAR." "If every US household makes their next light an ENERGY STAR, the reduction in air pollution would be equivalent to removing 1.2 million cars from the road for one year." [8.5 billion kWh energy savings, $840M savings on power bills nationally, approximately 14 billion pounds of carbon dioxide displaced, and
equivalent of 1.9 million acres of trees saved].

Californians Earn Millions In Conservation, Efficiency Rebates without Sacrifice

Through their aggressive conservation and efficiency efforts, many Californians have made a significant contribution in staving off power outages this summer. Preliminary numbers for bills in August show that 38 percent of Pacific Gas and Electric Company (PG&E) residential customers curbed their electrical usage by at least 20 percent, and in doing so, qualified for a 20 percent rebate on their monthly electric bill.

"We don't have to shiver in the dark or droop in the heat in order to protect the environment," said Takoma Park, MD-Based Center for a New American Dream Executive Director Betsy Taylor. "This is a dramatic rebuke to the myth that Americans have to suffer if they want to conserve resources," Taylor said. "Our findings also show that not only can Americans reduce their energy usage without sacrifice - they are in fact more than willing to do so."

'Static Electricity House' PSA Garners $10.8 in Free TV Airtime

The Alliance to Save Energy's national "Static Electricity House" TV Public Service Announcement (PSA) and customized New York PSA obtained $10.8 million in free broadcast time and aired 28,000 times on local TV stations in all 50 states-including all 10 of the top 10 markets and 19 of the top 20 markets-in first nine months. In addition, ABC and CBS broadcast TV networks, CNN Headline News cable network, and CNN Airport Network (35 airports) picked up the Alliance "Static Electricity House" TV PSA.

Alliance Dinner Honoring Governor Pataki Attracts Strong Support

Invitations go out this week for the Alliance to Save Energy's Evening with the Stars of Energy Efficiency. The annual black tie event, scheduled for Wednesday, October 24th, in Union Station's historic East Hall, will honor Governor George E. Pataki of New York for his outstanding contribution to the promotion of energy efficiency. In addition, honorees will also include representatives from the energy service industry and Howard Geller, former Executive Director of the American Council for an Energy Efficient Economy.

More than 25 companies and organizations have already agreed to serve as Vice Chairs for the evening including the North American Insulation Manufacturers Association, Honeywell, Enron, Consolidated Edison, Johns Manville, Owens Corning, OSRAM Sylvania, Sempra, Brookhaven National Laboratory. The Dinner is chaired by Sen. Jeff Bingaman and co-chaired by James Schultz of The Trane Company. Attendees will include senior representatives from Congress, the Administration, and the private and non-profit sectors.

Alliance Launches Energy Efficiency Summit for Associates, Key Stakeholders

The First Annual Alliance Associates Summit for Energy Efficiency will be held Thursday, October 25, 2001, from 9 a.m. to 4 p.m. in the Crystal Room at the Willard Hotel in Washington, D.C. The meeting, which will be held the day after the Alliance's gala "Evening with the Stars of Energy Efficiency," will feature panel and keynote presentations on current trends in energy efficiency. Alliance Chairman Senator Jeff Bingaman will launch the event, which will feature a keynote luncheon address by Secretary Spencer Abraham (invited), as well as panel presentations from other leaders in the private sector and non-profit communities.

The event is open to Alliance Associates and invited guests.

I Want My MPG! Find Out How Much You Can Save at the Gas Pump

A new Sierra Club website tells you how much you would save if the auto industry were required to make cars go further on a gallon of gas. Find out how much money you could save just by entering the make and model of your car. For example, if you own a Ford Explorer that rates 16.8 miles per gallon (MPG), you spend $1600 on gas but if the miles per gallon MPG were raised, the Explorer would get 33 mpg, saving you $790 each year on gas.

In addition to the mpg calculator, the website features animation of a disgruntled car highlighting the fact that technology for auto fuel economy has stagnated since the mid 1970s.

New Alliance Staff

The Alliance is pleased to announce that Allen Stayman has joined the policy team in its efforts to further strong energy efficiency policy here in Washington. Al is a seasoned and well-respected hand in national energy policy, who worked on the Senate Energy and Natural Resources Committee during proceedings on the Energy Policy Act of 1992. Al has been one of the rare staffers who has worked for Republicans and Democrats alike, working for two ex-Chairmen of the Energy Committee, Sen. James McClure (R-ID) and Sen. J.
