Legislation to Arm Pilots
Bill
to be marked-up in Transportation subcommittee this
week

WASHINGTON, DC - Representative
John Boozman (R-AR) last week cosponsored legislation that
would allow pilots to be armed in order to defend the cockpit
from terrorist attacks. The bill is set to be marked-up in the
Aviation Subcommittee of the House Transportation and
Infrastructure Committee on Thursday.
"Chairman Mica has worked hard
with administration and industry officials to address this
issue and his efforts have resulted in a very responsible bill
that will establish one more line of defense for our nation's
air travelers," said Boozman.
House Aviation Subcommittee
Chairman John Mica (R-FL) said, "Allowing trained and
qualified flight crew members to defend themselves is a
necessary step to ensure the safety and security of the flying
public. Congressman Boozman realizes that, and as we work
together to enhance our airport and aviation security over the
next several years, we must put in place every measure
possible to defend against terrorist attacks."
H.R. 4635, the "Arming Pilots
Against Terrorism Act," establishes a program for pilots who
voluntarily undergo appropriate training and background checks
to be provided with handguns for use in defending the cockpit.
The legislation also provides good faith liability protections
so that pilots and their employing airline won't get sued for
trying to save a plane from terrorists.
The program would be administered
in conjunction with the Federal Air Marshals program. Upon
completion of the program, pilots would be deputized as
Federal law enforcement officers to defend the cockpit of an
aircraft against acts of terrorism.
The guidelines established by the
"Arming Pilots Against Terrorism Act" include:
· Making participation in the
program voluntary · Requiring only approved weapons and
ammunitions · Ensuring that pilots prove their fitness and
responsibility · Authorizing pilots to use their firearms
only as a last line of defense against a terrorist
hijacking
Boozman added, "Congress and the
aviation industry have taken a number of steps since 9/11 to
protect the safety and security of our skies. However, there
is overwhelming support from the industry and the flying
public to arm pilots and I think this bill proves it can be
done in a responsible manner."
